I've thought about the gearing. Already have 22.5 LP on,the truck and I usually do 1-2 trips to Harrodsburg KY a week, one way always empty.

It's the latest "craze", who the idiot KR fully endorses. Yep, he just jump on the latest band wagon and preaches away with common sense that applies to mostly lease purchase guys who have no clue and run OTR at 90 some CPM.
Does that motor have the new style turbo on it, with the actuator valve? If so, that could be one of the problems. The valve can do funky things...
You obviously have a boost gauge, so what does it give at full load? Mine gets the most boost at @1400rpm's, and pulls pretty strong with what I haul. Mostly @90-100k lbs and oversize. I average more than you doing what I do, so something isn't right. I have 3.58's, so not a lot of difference there neither, but I am on 24.5 low pro's.
A gear or tire swap, depending on tire size, may well wake it up for you, as already said. But I would say the motor is not at peak, so it needs addressing in my book.
If you ever get through Altoona, Ia, swing by Interstate Detroit there. The afternoon crew (4pm onwards) are the bee's knee's with S60 motors.

    NEW DEVELOPMENT:

SO since replacing the Delta p sensor it has occured on a couple occasions where I hear the turbo cut out whole I'm stopped and boost pressure drops to zero(stock gauge), And check engine light comes on. Give it some throttle and it goes away turbo comes back on. This did not happen before o changed the Delta p sensor. Which after a couple days it seems to have helped power actually. Any ideas? Maybe the actuator is messed up?

Replace your turbo boost pressure sensor....it takes less than a minute and costs about 40 bucks

Ya I got that sensor going to replace it. Finally caught that CE light while, parked. Brought it up on the dash said baro pressure error or whatever.
...so this morning I looked at the Ugly Fix Charlotte and it was still connected just dangling little much. Took some, zip ties to it seems to habe eliminated the CE thing going but seems like it lacked in power again. Hmm ordered another one and when it comes in I'll reinstall and see if that helps at all. SMH should have gotten a Volvo like the rest of my Polish friends. :-/

So any updates on this. I have the same problem with my 07 century with 14l. It boost up like its suppose to but when it comes to pulling it is a turd. I'm curious if your egr is stuck in the open position. If it's not the turbo, actuator, air charger, or sensors, I was thinking if the egr is stuck open an the ugly fix is putting truck into boost mode an keeping egr closed, but it won't close then it would be dumping a lot of exhaust straight to the intake defeating the whole purpose of the ugly fix an causing a power loss due to the high amounts of heat an carbon on intake. This was just food for thought. But I'm no expert on this subject.
