We purchased a second-hand International 9800 model 1995 and we are on the process of restoration. I never opened this thing before and I don't know if this is repairable. Any help is highly appreciated. Thank you

That is a standard MV3 valve, or dash park brake valve. There are orings in side that dry out/rot. You would replace that whole valve.

Can I replace just the orings? I'm in Philippines and spare parts for these American trucks are very limited. And I guess this whole valve is too expensive.. Thanks

Be very care/full taking the valve apart over a pan, springs and parts will be everywhere after pulling face off front of valve, o/ rings are smaller/thiner than ones found at hardware store?

best to replace both valves..order on the net you can get next day shipping world wide,, these valves are not rebuildable

Sometimes you can just wiggle the buttons up and down to help slow down the leaks. Yes, you can install a seal/oring kit. I'm not a big believer in that. The valving is just plastic and also several years old. It will be worn. I recommend to replace it and be done with it.
