Fuel to fuel pump but no throttle

I have a 2002 International 9400 with an N14 Cummings engine. I have changed foot petal and cam position sensor. I have also checked fuses along fuel line system. The engine will still not throttle. Please help.

I'm with Woreout.Any N-14 still around,especially north of Mason-Dixon,gonna have wiring issue.Check at ECM by unplugging and looking.Put di-electric grease in connector before plugging back in.Good luck.
