Is there any way to get around the age requirement for TMC

I am interested in doing the VA OTJ apprentice program for them my record is clean and I'm in the reserves so I don't do drugs I can pass my physical the only thing is I am 21 and not 23 :/ please help with any information you have to give it would be greatly appreciated!
