Is the waste gate on hp turbo vacuum or pressure operated?

Pressure. It works a bit differently from a regular wastegate. If you follow the line from the wastegate it goes up to the Air Control Valve. It has vehicle air pressure supplied to it and the ECM commands an air solenoid to control the wastegate.

Seem like that little rubber hose wouldn't be able to supply that much pressure

No, sorry I forgot to mention, the ACV regulates the truck air down to 45 psi.

I've been getting a strange smell while driving, along with headache. Could the exhaust manifold be leaking, causing multiple regens?
How difficult is the manifold to remove? All the tubes, and hp turbo, breather canister?

That is possible. The flex pipe under the cab is more likely. The exhaust manifold is about the worst you can imagine!!!

The flex pipe will cause multiple regens?
Worst case scenario, what is evolved in manifold removal, and flex pipe replacement?

The flex pipe will be the smell and cause of your headaches. If the leak is bad enough then it can cause regen issues as dosed fuel and exhaust heat leaks out.

    Exhaust manifold,
    remove passenger seat
    remove interior kick panels
    remove shifter
    remove carpet mat
    remove rear engine cover
    remove intake piping
    drain coolant
    remove turbo piping
    remove exhaust pipe
    remove PRE DOC
    disconnect batteries
    remove heat shield over starter
    remove lower intercooler
remove turbo oil feel and drains (oil feed line not reusable)
    disconnect O2 sensor
    remove aftertreatment injector
    remove turbo assembly
    remove crankcase oil separator
    remove egr bellow pipes
    remove exhaust manifold

I'm sure I forgot a bunch! LOL! Still interested?

People really need to learn how much of a POS this engine is and move on. It amazes me how many of these post seem to pop up time after time. The motor is junk I don't care if you found it for 10k less then anything else, there was a reason it was 10k less then any other truck.

    Heavyd and Ozdriver Thank this.

Jeez, happy I don't own one. On my ol' cabover with CAT engine it is:
    Tilt cab
    Remove manifold nuts
    Remove manifold
