On an ag400 just look from the rear of the truck along the bottom of the suspension. Both arms should line up straight. -

What about adjusting the height control aka leveling valve? I have a 4 bag Pete air leaf suspension on my W900A. The height control valve was set too high, and caused a bouncy ride. You might have two valves, one for each axle.
Bigguns mentioned the AG460 ride. I concur, definitely loved the AG460. When pulling a lowboy, no matter what was on there, it rode great.
You also mentioned driving in NYC.......I don't care what suspension you have, driving some of those streets guarantee's a bouncy driving experience.
