does the fan lock and unlock when turning the key off and on? If you can not spin the fan with the motor off, It may have locked up. Also take the air line apart to see if the switch is sending air to the fan hub. I had a Horton fan that would not stop, several shops could not figure it out, and it turned out the solenoid was getting stray electricity from the third wire on the alternator, unhooked the wire and fan stopped. When testing, there was always electricity, (although weak) at the solenoid, after unhooking the third wire from the alternator it stopped. It started when I replaced the alternator, so something was bad in the new alternator. Took a visit to St Cloud Freightliner to find it. This was in a 96 FLD120. Detroit Series 60

What kind of fan clutch is it? If you can't identify it, post a picture of it so we can.

Did you unplug it and put power and ground directly to the solenoid? When you do that, the fans should release. If it does, then the solenoid and air supply are good, then you have a wiring or switch issue.

There's a few things that could cause the fan to stay on, an A/C problem is a common one. Do you know if the ECM is controlling the fan, or does it have a separate switch? Could be set up either way on a 97.

I'm gonna try that and I have no manual switch so it has to be controlled by the ecm

A manual switch doesn't mean anything, you can have that either way. Either the ECM controls the fan solenoid based of the coolant temp sensor, or there is a separate sensor that controls it. Switch was a poor choice of words, I should have said sensor (which is this cases would be a temperature controlled switch).
