Is the only way to get ahold of the criteria by buying that 40$ book JJ Keller has?

All of my shocks look like this and my ABS light is on. Company says they won't fix either. The top part on them is all rusted out.

Guess you don't have to worry about the shocks.
Seems strange to me. I'm no longer a mechanic so i'm not up to date on utah safety rules but at the time. Worn or leaking shocks or struts was a failure on cars. How do you know they're worn. Put your weight on the car and push down. See how much it bounces up and down before resting. Brand new will be hard to push down and won't bounce. While worn out will be easy and bounce. Course, you can feel worn out while driving also. -

This stuff used to be on the FMSCA web sight. I cannot find their sighting of it now. I appears they are revising the web sight and the criteria at this time.
The shocks and the ABS light are not among the out-of-service criteria. They are both a ticket though. So choose your poison; ticket or no work.
