Wow..I'd be scared to do that..let's say I tell company I want Flatand and (pillows) lol only..can they refuse to do that. And what to do then? Quit?

the first truck I ever drove didn't even have a Jake brake, & I put a quarter of a million miles on it. so driving without a Jake is not the issue, as a matter of fact its probably really good training and experience for you to learn how to slow that truck down safely without a Jake brake. the bigger issue is whether or not you feel like the company you work for is going to ensure that you have safe equipment to operate. If you don't have confidence in them your performance will suffer your attitude will suffer you customers will see it your coworkers will see it your dispatcher will see it you won't be happy there and eventually you'll leave on ugly terms.
I would have a live conversation with your immediate supervisor, tell them your concerns, and ask them what they think you should do. If you like the answer do it. If you don't like the answer, maybe it's time to consider a different company. -

I have NO confidence in this company. And they truly have no regard for safety. We've had many live conversions and it's gettin no where.

Under 10 k you should be fine also the roaring under hood is most likely engine fan which will give you a bit of extra braking ... If you have the style of automatic that kicks it to neutral to save fuel I'd run it in manual mode and downshift before going down a grade

Did they teach you about snub braking in CDL school ?
You do not want to let those brakes get too hot. Five seconds is all you want to do at a time.
