Yes you will need one. If you look on the IRS website they have a number to call. At one time you could get one over the phone in just a few minutes. They will give it to you over the phone then send a hard copy by snail mail.

In TN, they will go ahead and give you your first registration without proof of 2290 being paid. You still owe it though and they will require proof upon renewal.
I did the IRS office thing one time, won't do that again. I don't remember exactly but somebody screwed up and the VIN on the registration didn't match the VIN on the 2290. Tried to resolve it over the phone but got nowhere. After a full cavity search to enter the federal building, you take a number, and wait forever, all the while the IRS employees sit back there and do absolutely nothing.Ooops and Klleetrucking Thank this. -

You can register (title) the truck without a 2290, you can't buy a prorated tag without the 2290 being paid.
You can ask the previous owner for his copy if it was paid.
As the due date to pay has just passed I would bet the previous owner never paid the 2290, so it is all on you. -
Wouldn't it be simpler to just call the dealer, and ask where your 2290 is?

You can print the 2290 right off the Irs website and mail it to them. You will fill out 2 of them, they stamp one and mail it back to you.

I did mine at https://www.expresstrucktax.com/
It was only $10 to file and they can also send the tax payment to the IRS for you so you don't have to do anything else. Probably took about 5 minutes.
