I'm asking for a good friend please comment constructively.

My friend has been a driver for 15 years and hurt an eye tapping.
Story short, State of Texas has restricted his license to INTRASTATE ONLY - TEXAS ONLY

Question is, is there another state where he could license and not be restricted to that state but be able to keep driving INTERSTATE? all 48?

I'd try Florida; that state seems to be the most resonable.

That's because Florida is its own country, much like California. The succession from the USA is just lost in the network of bureaucrat's or in Floridas case, never produced

20/40 is the federal minimum. I have one eye that's 20/40 on a bad day due to a detached retina. They gave me a one year card, because I just had another lens replacement surgery, so the doc erred on the side of caution, but no restrictions.
