I agree with you.
I believe he is mentioning that a carrier should charge a shipper or broker to scale there loads. If anything factor that into your cost per mile. Its negligible.
That 50 cents is very reasonable. Barely covers inflation.
BTW I paid $10 a week ago right before they raised the rate. I dont mind the increase, just keep those glossy super trucks collector cards coming

 

I had a big stack of them at one point.
Now I just toss them in the Trash along with the Top Copy (the one with the time on it).

 

They will charge a dollar to put a time stamp on it
