Its true in cali whatever wrecker company is one duty when called by chp must charge the rate set by the contract betwwen them and chp it is mandated by state regulations..I got a couple of personal vehicles that way..oh yeah lesson be learned dont do it again now you know better..

I ran a tow/ recovery truck for years in California,
In California, the CHP does not contract ANY tow, recovery or other type of related service. It is a voluntary program. It is a rotation call list.
The rates are set by the prevailing market rates. Adjusted once per year.

This sounds like a crummy situation, for sure, but from what I read, the dolly pads dug in, raising the back of the tractor up, and the air ride let air out of the bags, compounding the problem. Being mechanically inclined, I would have disconnected the rod going to the height valve, pumped up the bags to raise the back of the truck up. Air ride can be your friend, I've used it many times to get out of a jam.
