"Carabiners" or "Carabiniers" are infantry and are often used as police in South America. It may be that police/soldiers and firefighters were deployed to secure the construction zone. When the speeding truck came through it is logical that they would want to document it, I'd certainly do that if a truck came ripping through a construction zone.
