Not CARB Compliant?

Can somebody show me where it States that non carb compliant engines can drive in Cali after the 1st of the year. As far as I see when someone tells me "my truck is good till 2017" yet can't prove it. The only thing I see here is that California hasn't started enforcing that law...... yet, because if they did there would be a lot of tow trucks at the coops
