Yup, they are. BUT there are specific carriers that have petitioned for, and been granted exemptions, as I noted above.

Yeah but this is not general movement of freight. As the .pdf you linked a special exemption was granted to drive to a show, set up and then be able to return to a safe haven as there might be fireworks left on board. This has nothing to do going from the plant distributing to fireworks stores. These are special companies that put on the shows and apply year after year. With the public notice it's suppose to make the public aware of the movement. 4th of July is the biggest day for beer sales. Half the population is drunk and could care less. lol
Unlike FEMA loads this doesn't even come close to being dangerous. -
Oh exactly!!!! The point I was making is that this exemption is VERY limited; shock of shocks....actually makes sense.........and "The Hill" did a really lousy job of reporting.

I think I should have an exemption because I have 3 decades and no crashes ever or moving violations in over 10 years. The exemption I mean is no RODS required at all. I've proven I am safe. But then again, it's not about safety it is about control.
