Was true in my case. Shabby town, blinged out police SUV -- total corrupt money grab... But I paid and heard/saw nothing of it again...

I keep my speed down when I take the highways and end up passing through a small town/village. They dont play over there.. They typically do not have anything else to do

Village ordinance?? No record?? I'd pay it with a smile.
-
YES. True. Will not go against your record. -
Just curious, how much was the ticket??

Sounds similar to traffic cam violations. You pay and nothing is reported. You contest, and the fines go up exponentially and the violation gets reported. This is for revenue and nothing else. Jurisdictions are only interested in the money. That is why, many times, you can plead to another violation that is non reportable, but may include a higher fine just to keep the record clean. It is all about the money, folks.
