I have 2014 Volvo with a D13 engine. When the boost gauge gets up to about 30 I hear a high pitched whistle or squeal. I have tightened all the clamps around the turbo and the charge-air system but no change.

Any ideas or suggestions regarding the cause and a fix?

Did you check the Hose for cracks or splits? I had one that split along the internal wire.

I drive a '13 with d13 and I had the exact same problem. A hose on the turbo intake had a split in it and had to be replaced. Mine is a company truck so I have no idea on cost.

I also have a '14 D13, mine only squeals about mid boost range, and when it is cold outside, less than 20 degrees. I tightened all the clamps, have not heard it since, but is is a rare noise.

High pitch sqeal at high boost is a boost leak.
Could be leaking almost anywhere between the turbo out and even through the head.
Recently seen one leak at the compressor intake coming off the head.
These usually show up under extreme cold conditions since fittings shrink with extreme coldness.

Look at the two blue hoses on the pipe between turbo and the air to air, you will see black permanent clamp on thoses hoses often we need to cut them and install (tightening) clamps.

Under load that pipe come up to 300 degree farenheith after a while the clamping load of the permanent clamps is partially lost and a small leak occur and the hissing noise start.

Suggestion: Be carefull with the wheel-cut grinder to make sure to don't touch the hose, also in the Volvo parts system they will give you a replacement part number for the clamps, make sure after installation the end of the clamps is not touching their own stopper (because they are a little bit to big (clamp)
