    i try to clear things:

first of all check ISX parameters, there is parameter of engine speed when no speed data. It is usually 1200 rpm. Change it to 2500 and u can run w/o correct speed data.

Ok, now about VSS. on some volvos there are two VSS sensors. One is connected to VECU and other to Engine ECM, check by parameters what speed data is used by engine ECM (from J1939 ore from VSS connected to ECM).

after that u will see is the bad J1939 the sourse of all problems.

IMO, VSS is connected to VECU in your truck, but J1939 is damages somewhere on frame and engine ECU reads no speed data and does not rev up faster 1200 rpm

Well, I had this problem during the winter. I went home and disconnected my battery. After about 3 weeks, I reconnected the batter and I thought all was well. When I went to take a load, I experience something similar, but, my truck shut down and stranded me on the road in 8 degree weather for about 4 hours. I lost the load.

Come to find out, there was some corrosion on the battery wires. Some things point to the main wiring harness.

I cleaned the wires (Battery posts) and this hasn't happened since.

I did have a light issue, which was during the same time, but, come to find out, I had corrosion in my wiring harness on my headlights. I replaced the harness and all is good.

check battery terminals and small wires on batteries.
