An African American trucker initially failed to pull to the shoulder for Ohio State Troopers. But after complying with their commands over an alleged tractor-trailer defect, a Circleville officer let loose a K9 even though 23-year-old Jadarrius Rose was on his knees with his hands in the air.
Stunning police bodycam footage shows Rose failing to stop for a Motor Carrier Enforcement inspector due to a missing mudflap. He kept driving, and Troopers indicated he did not make eye contact when they pulled next to him during a 25-minute chase. Ultimately, the Tennessee trucker pulled to the shoulder and complied with law enforcement orders to exit the vehicle. At least one trooper can be seen training a semi-automatic rifle on Rose as he walks toward him with his hands in the air.
“Get on the ground or you’re going to get bit!” a trooper shouts. But a trooper can also be heard yelling, “Do not release the dog with his hands up.” Despite Rose having his hands in the air, a Circleville patrol officer unleashed the German Shepherd.
“I was afraid for him. I was fearful for him. I was taken aback when he had his hands up, and they unleashed the dog on him,” Nana Watson, president of the NAACP Columbus Chapter, reportedly said. “It saddens me that in 2023 we have officers who are unleashing dogs on a person who clearly had his hands in the air. That did not matter to the Circleville Police Department.”
Conflicting reports have surfaced regarding the incident. Although footage shows Rose with his hands in the air and Troopers ordering him to walk toward them, a written report indicates he did not comply. Bodycam footage also shows Rose going to his knees as the German Shepherd is released. During the mauling, Rose can be heard screaming.
“This type of barbaric behavior brought back horrible memories and images of the unleashing of dogs on civil (rights) activists that occurred in the South during the 1960s,” Watson reportedly stated. “This conduct gives you reason to pause as it is reflective of unjust and discriminatory treatment that occurred to Blacks in Mississippi, Georgia, and Alabama that we wish not to revisit and/or be reminded.”
After officers gained control of the K9, Rose was transported to a nearby hospital and treated for his wounds. He was reportedly charged with failure to comply, a fourth-degree felony.
