The Biden Administration’s Supply Chain Disruptions Task Force recently rolled out a plan designed to bring new truckers to the workforce and better retain CDL holders. Called the “Truck Action Plan,” the White House will reportedly take measures to reverse the year-over-year rate of attrition.
“A strong, stable, and safe trucking workforce that offers good-paying jobs to millions of truck drivers is a critical lifeblood of our economy,” the White House reportedly stated. “But outdated infrastructure, the COVID-19 pandemic, and a historic volume of goods moving through our economy have strained capacity across the supply chain, including in trucking.”
The administration announced a series of policy changes and funding efforts to support the freight transportation sector. Some attempt to expedite getting new CDL holders into the workforce. For example, the White House tapped the DOT and the Federal Motor Carrier Safety Administration (FMCSA) to provide money and support to help process CDLs. The FMCSA is authorized to approve upwards of $30 million. More than 50,000 CDLs or Learner’s Permits were issued on average each month in 2021. That number represents a 21 percent increase over 2020 when the pandemic was considered an impediment. Other efforts reportedly include the following.
- Marketing: The administration plans to use a 90-day “Challenge” to promote Registered Apprenticeships. Employers can sign up and benefit from the Department of Labor investing $8 million into apprenticeships.
- Veteran Outreach: The White House indicated there are “approximately 70,000 veterans who are likely to have certified trucking experience in the last five years.” The DOL Veterans’ Employment and Training Service, and Department of Veterans Affairs, have been instructed to work with Veterans Service Organizations, Military Service Organizations, unions, and others in the freight transportation sector to attract qualified veterans.
- Talk: The Department of Labor, and Department of Transportation, plan to kick off listening sessions for key stakeholders to articulate reasons for driver attrition and early leaving.
- Study: The FMCSA plans to conduct further research into hourly wages, salaries, and the mileage rates truck drivers earn. Part of the study will review truck driver detention and how it negatively impacts the supply chain.
- Younger Drivers: Young adults between 18 and 21 years old will have the opportunity to pursue a CDL for the purpose of interstate trucking. The recent infrastructure package establishes a program to integrate younger people into the workforce.
- Predatory Practices: The Task Force plans to study unethical truck leasing practices that cause some CDL holders to sour on working in the industry. The research is embedded in the recently signed infrastructure package law.
EVO Trucking, D.M. Bowman, Yellow Corp., Florida Rock and Tank, Total Transportation, CRST, and Albertsons, have reportedly thrown their hat into the Registered Apprenticeship ring. Others are expected to follow as organizations compete for qualified truckers in 2022.

I run local and just moved to hourly pay. Waiting on either end, as long as I am logged on as ‘on duty working’ I am getting paid. I work 12 hour shifts with some overtime. Cosistant paychecks and home time makes trucking a job not a life style. Washington needs to understand the OTR driver lives in the truck but doesn’t get paid for that time makes for drivers choosing professions with family time over a driver that is used and misused more often then any other profession. The lack of drivers is not the problem we have tons of CDL holders but those drivers refuse to give up their families or lives to a profession that is disrespected by society including local, state & federal gov’ts.

Well one would hope this would burn the ATA and the mega carriers but like every intervention in the trucking industry, the corporations and big carriers get breaks and more burden gets put on the lowly drivers.
Nothing will change. Having to pull 18 year old kids to attempt to cover the shortage will do nothing good. It will be an endless stream of modern day slavery. The only decent trucking jobs are highly specialized or union gigs. And it still isn’t that great of a job or lifestyle. OTR sucks and you get treated like scum to live in a truck to make less than minimum wage.
With the pay increases at mcjobs nowadays, there is no reason to ever be a trucker. You can work two part time dead end jobs, make more money, have a life outside of truckstops, and sleep in a real bed.
Maybe instead of recruiting starry eyed children to abuse and doling out millions to abusive companies the .gov cleans house and enforces labor laws that are present in every other industry?

The idea that they are going to put 18 to 20 year olds to run as OTR drivers running irregular schedules for lousy pay, driving 80K pound trucks that may be carrying haz mat yet these same newby drivers are not considered by society as responsible enough to own handguns or drink baffles common sense. I want to ask these gov’t people if they want to be driving at 3 o clock in the morning sharing the road with an 18 year old hauling 10K gallons of gas? Oh this change has nothing to do with saftey but everything to do with saving an old fool and his political party from being incompitant. Wait times at warehouses was addressed in the FMCSA final ruling in June 2015 but no follow through was offered in fear of companies loosing their shippers

Nonetheless, CDLs and Permits should be updated, as far as obtaining those credentials. Some States take longer to process those through the system. Once Permit is issued, driving schools or DMVs should offer better ways to pass those who have met all criteria. Instead, the Skills & Road Tests should be minimal, instead of cumbersome.

Obama/Biden took away our write-offs for food and other thing except for O/O. Big lost of money for many drivers. I work in a state that does not pay overtime to truckers when you get paid hourly. Big lost when average driver works about 60 hours a week. Companies use the cameras to harass drivers. I’m not against ELD’S but some things need fixing (just had a road closed from snow storm) trucks parked on road because they ran out of hours. In the days before ELD’S drivers would at least go to a safe haven to get there sleep. What other type of job would put up with things like this and many other things that we put up with daily that I didn’t even mention

Levy fines on these lying companies so that they’re as honest as the drivers. 18 year olds in trucks is almost a non issue. They won’t flip a burger and sleep at home every night, let alone drive a truck and be gone for 3 weeks. They may get a few to do it (God help us) but most are playing computer games or scrolling on their phones.
