Generally you want to get the pad so the wear indicator will make contact with the turn of the rotor instead of against it,

Brakes are most often returned because they lack pedal sensitivity, stopping power, resistance to dusting, excessive noise or vibration, or resistance to wear. It's important to determine if the complaint is caused by wrong installation or an incorrect application of the friction material itself.

And yes, they can be put on backwards,
He said he changed slack adjusters.. what about the S cams?
I know you say bushings/bearings were checked.

The shims on the outside of the slack adjuster next to the snap ring are for adjusting “end play,” which should be between . 005- and . 025-inch on the dial indicator. The closer “end play” is to zero, the better, since it will increase as the brake is worn-in over the first month of use.

Adjust all the brakes. Backing the drives off 1/3 turn, fronts 1/2 turn. See if that works, if you want to spend the time. Have a helper apply brakes, measure the drives pushrod, adjust to 1” movement, adjust the steers to 1.25” movement. Don’t exceed 2.0” on drives, or 1.75” on steers, stay within OOS criteria. Backing the fronts off has worked for Me, after a brake job, when the steering wheel had a shimmy when brakes were first applied. It may work in your case. Worth a try.

You should take another look at the motor mounts. The Trucks definitely old enough to need them, if they’re original.
