I would make sure its not a sensor. Then go from there, be sad to hand all that cash out. When cleaning or replacing a sensor may have been all is.

It's not throwing any codes though? The problem happens only when I'm under load and the boost goes above 20psi. It's a real unusual sound, not a whistle or a knocking, I can't find an example of it anywhere else.

Not sure how much difference replacing turbo on 2000 truck vs 2016 , i did replace twice on my trucks in the past .

4500-5500. (Depends in location)
Plus 1000 for turbo Actuator.
Bought one last year, paid 4750 for the turbo from Cummins in Memphis, actuator 950 at MHC KW MemphisRunningAces Thanks this. -

Was under warranty because I had bought another turbo and it didn’t make it but 3 days, actuator was on recall and dumped antifreeze into new turbo.
They charged $2500 to install, but you have to have Cummis insite to calibrate after its installed or it won’t work.baha and RunningAces Thank this. -
Are you sure you don't have a boost or exhaust leak? A leak can make
some scary noises.
I saw a turbo recently replaced because of a high pitched turbo whistling sound,
$4000.00 later the sound was still there. They brought it to me then.
The noise was from a broken manifold bolt. The manifold gasket was acting
like a reed in a musical instrument and making the whistling sound. It was very loud!
Take the intake pipe from the air filter off and see if the compressor wheel is
touching the housing. if it is the turbo is done. There should be around .010" end
play on the turbo shaft and some turbos can have as much as .029" radial play
as long as its not scraping the housing. -
Update: They found old dry oil from turbo in the pipes and to the charge air cooler. Charge air cooler passed testing so just needs a cleaning. Price to replace the turbo, actuator, and have the charge air cooler cleaned is estimated at $8500.
