Either there was an accident which if in the USA there should be a report
Or there was not an accident
Which in the USA there would be no report

Two of many words in the english language that sound the same, but are spelled differently and mean very different things. Excepted and Accepted are two of them. I know english is your second language, and quite good by the way. You may want to look those two words up and put them in your memory bank. Good luck! Those two words mean almost the opposite of one another. Very confusing...I know.
