Typically if it sounds to good to be true chances are high there's something fishy going on. Of course there's always the exception to the rule.

 

Dispatch service is big business in the old Soviet countries. It pays more than police officer, trucker, teacher, etc and the companies take it the cash. The guys in Chicago use them because they all speak Russian, but rarely are dispatchers actually in Russia. More like Kyrgyzstan, Kazakhstan, etc.
