I've adopted a new strategy with shoulder parkers.
Triangles out, or hazards on - move over, and go on. Or, if I'm passing another vehicle, move left as far as possible to allow the passed vehicle to shuffle left a bit. Any flashing lights from wreckers/service vehicles or LEO get hard braking and plenty of room.
All else parked on shoulders get 4 feet of space and train horns.
It's stupid and dangerous. I can forgive the general public, but not 'professional'
drivers.

I am now seeing 4 wheelers pulling off on the shoulder to let children pee next to the vehicles. Pull off on a ramp.
Had a van pull off 94 yesterday. Couldn't get over due to solid 75+ mph traffic and proceed to open the drivers door and exit as I passed..a death wish for sure.
I'm the same way in regards to shoulder parkers.
No flashers or reflectors, I'll move if space is available but if lane isn't clear I roll on by with 3 feet of clearance. Having to scrub 20 mph so I can give a dimwit some room really irks me.Siinman, takeheed777 and Tall Mike Thank this. -
I've found Cali is about the worst for that..
Pull over, put left barefoot on the dash, then start playing on the phone.
What could possibly go wrong ?!?

Article says the tractor trailer that was hit was driving partially on the shoulder at a reduced speed when it was hit by another truck. It doesn’t state the truck was parked. The truck may have been either trying to get up to speed or reducing speed due to a mechanical issue.
