California is desperately looking for new revenue streams as hundreds of thousands of rich and upper middle class taxpayers are leaving. Hate to say it, but the people who are 'tenting' it in the big cities and getting $1100 monthly stipend from California, that has to be paid by someone.

Down by Santa Monica, the homeless who live in RV's are dumping their black waste directly down the city storm drains which ends up directly into the bay. It is so bad that they have no swim orders down there.

 

Gray it in and give it back to Mexico or Russia

 

I didn't watch the video. I read a story the other day people are buying RVs from junk yards and having them towed onto streets to live in. Junk yards are selling them cheap because they don't want them. Hazmat and all.
