Speaking of each tank individually, if one tank is overflowing, then either the fuel supply on that tank is plugged/not working, or more fuel is being returned to that tank.
Possibly you have two seperate issues? Is the fuel level on one of these tanks at the top? You pull the cap and it's overflowing? -
Pretty much just the bog standard off the shelf fuel line from a local place. Got a 50 foot run and just cut to size. Also got a bunch of new connectors and fittings from pete.NightWind and Big Road Skateboard Thank this.

One tank taking more fuel than the other could be a cracked pickup tube.

The tank is not overflowing but the passenger side is holding more fuel when I fill up. Both tanks at the Caps are losing fuel

Might try this. Put a light film of grease around the inside of your fuel caps put them back on then take them off and see if there is a grease ring around the tank where the cap sits that should tell you if the cap is sealing tight.

I respectfully disagree with what your shop guys are saying about your tanks
I’ve seen a lot of 30 & 40 year old trucks not have the problem your experiencing -
Here's the "plan" after talking to the 3 top CAT and Peterbilt Mechanics in my area. I have also received the fuel schematics from Peterbilt/Paccar for my truck so that's helpful as well.
- Going to disconnect the return lines, let them empty in 5 gallon buckets. See what side does what. Make any corrections there.
- Going to smooth the top edges of the fuel tank necks/openings as there is some slightly irregular/uneven wear on both.
- Pray.
