Had one like that in NJ, chlorinated solvent drip running down hill to a catch basin until Racz walked up and tightened the dripping washout cap; something the NJ DEP wouldn't let us try...there is always a storm drain somewhere but we lucked out. NJ DOT hadn't maintained the catch basin and it was full of grit/road dirt so it didn't go down the pipe. Clean up popped the grate and vacuumed up a foot or so of that stuff and we were good...
