Likely not. But throw a 20 year hard labor sentince on for driving on a revoked license might discourage it. We are to the point we either need to rewrite who is allowed to drive from scratch, or make the punishments for being a retard so painful people are considerably less likely to do so.

But as the saying goes. You cant idiot proof anything. The world will just build a better idiot. But you CAN thin down the numbers.
