I detailed cars before trucking effed up my life. We used to use a concrete dissolver specifically for that kind of situation. Check with a car dealer detail shop for what brand to get. The stuff we used had to stay wet and it could take all day but it will work. You'll have to polish the heck out of it afterwards.

Having cleaned up 2 ex redimix trucks I can tell you a 5000 psi power washer will take it off with patience but unfortunately will damage paint. I had really good luck washing late in the day and letting it freeze overnight. That way I could let the force of freezing water damage the concrete and not be so aggressive with the paint. after a few of those treatments I was down to only some heavy coverage in bad places. I have almost all of it off now….there’s still a spot here and there if you look closely. Sandblasting will work well but will damage paint, chrome or anything else that looks nice. You sure it’s not paint though concrete will pop off things that flex.

Just paint the rest of your truck/wheel well/steps/exhaust white

Looks like sealer/ hardener skim coat. That stuff usually dries pretty fast in the heat but I guess its too cool in that area now. They shoulda had lane closed. There is concrete masonry cleaners at pro supply distributors that may work. It is made to remove concrete spatter off of other masonry blocks, glass blocks, or tiles. Probably bad on paint though. Try using brass wire bushes on the aluminum. They cut pretty good without gouging as bad as steel.

My ‘72 White 4000 was an ex TXI concrete truck. It was used in the blasting pits in the New Braunfels plant running limestone to the crushers and portland hoppers with belly dumps. They retired it in 2000. It was never washed unless it rained on it and was covered with portland dust. Has build ups everywhere. Original roof mounted A/C unit was almost a solid cinder block with the build up. The driver window had been broken for a handful of years so the interior was dusted and All the wires In the dash behind the instrument panel were encrusted in it. I am still scraping it off to this day. When the truck gets wet washing it, it smells like fresh poured concrete. Lol.

Had this stuff for very minimally thinning tractor paint.
soaked a rag with it and went slowly over it.
Totally wasted now - should have worn a mask. Hot stuff!
And - F you @Opus - never accept defeat.
