We called them crashhawks when I was in the Army. But it isn't clear yet if its the airline pilots mistake. Or the Blackhawk pilot mistake.

Looks to be VFR so pilots are ultimately responsible to see and avoid each other, especially if the CRJ was cleared for a visual approach
