US border guards could check drivers for proficiency coming out of Canada and Mexico. …prevent them from getting onto your highways, not wait till they cause carnage down the road.

 

My wife had an international Drivers license. For a car. She had to prove she understood common road signs in each country. *she was not required to be fluent in speaking* when she was with AF in Turkey, Germany, Japan, other countries I was not told. I did find out she did spend 3 days in China. But did not drive there.

 

I still think it's a bad idea from a safety standpoint but allowing drivers to do the same in an 80k vehicle is even worse.

I been around Spanish speakers and can understand them now, been 20+ years. Can speak Spanish, but now they’ve thrown in Russian and some other languages.
