This has nothing to do with safety. It's part of a much larger agenda. Most vehicles already have limiters built into the ECM. My Silverado cuts fuel around 100mph. Just like the ELD on trucks, that location data is the real goal.

It's a start. Society is becoming a joke because the people within it can't and don't act right so the authority has manage them. Besides, this only applies to drivers who have been in trouble for reckless driving.
