    That's a scam crooked HOA's pull.
    They give homeowners excessive fines they know the homeowner cannot afford, then they foreclose on the home and resell it for a huge profit.
    One HOA did that to an old man what was a widower. Sold his home and then one of the HOA officers moved in.
