Foreigners tend to be the ones more likely to buy a CDL from a CDL mill rather than going to a real trucking school. It's cheaper and faster and they're more likely to get a pass if there's an English language issue.

The thing that leapt out to me is that he got 20 tickets. That's probably 2 hours on Line 4. That's probably gonna be like.....80 points on his license because I think NY puts points on licenses for bridge strikes. When you add up all the losses, it's pretty costly.
