Actually, Illinois started doing this after governor Ryan went to prison for selling CDL's among other things. I guess they think it's a reprieve rom the past corruption.

Maybe i am over simplifying things in my own mind, and i understand that you do have to change your license over in so many days -- but why would you not have your current license from your current state that you live in to use up in till they issue a new one ?
Have you made a phone call to Illinois DMV --it doesn't make sense that they can make you unemployed for any amount of time .

I just moved from Illinois last year to Tennessee and didn't have to retake any test. Illinois making everyone transferring cdl's to their state retake the skills test is a reason that I wont move back to that crap hole state..... I lived there most of my life and I will never move back

I just transferred my CA CDL to MN.

I was required to take the standard Class D written test, do the eye test and pay the fee (around $50).
I also had to give them my medical card and long form medical to copy into their system.
All endorsements except hazmat are transferred without retaking the tests; but hazmat requires a retest, finger printing and the fees that go along with that.
I dropped the hm this time.

The whole process took about 30 minutes.
Make sure you study the drivers handbook for the Class D license. There are many changes since I took it in CA.

Sister in law went WV to LA with CDL A, eye test , picture, not sure about written test. No practical skills test. Total cost under $50.

You say CDL, they say "open your wallet".

IL is the only one I've always heard about doing this. I know I just had to take the written tests in Indiana when moving back from California.
