Why are you changing the filter in cold cold weather?

because it was on the change filter replace line ! looked frozen I was concerned about water.

You're in trouble, friend. Prepare for a lecture about how you're supposed to be certified to change fuel filters and how if you have an accident and the Dot checks your fuel filter, you are at fault! And some "driver" is going to tell you about his friend that got arrested and sued after the authorities found out he changed his own fuel filter.

They seem to clog up quicker in the cold-cold temps like below 20*.

Don't worry about it. It's ok. I changed mine over the weekend. It did the same thing. I watched it come up the filter as it sat there and idled.
I changed it also about a week ago and it did the same thing. I ran it all week like that with no problems. I do always carry replacements in the truck as well as a filter wrench if I have to replace them on the road.
When I replace the filter I fill the canister part way up with Howes which is thicker than fuel. I wondered if this might have something to do with the fuel coming up in the filter.
As far as the filter not draining you probably have ice in the bottom of the unit but that would not have anything to do with the fuel rising. -
If you change your fuel filter off duty then get into an accident a week later prepare to go to jail
