Is there a way to tighten the chains/cables on the inner tires in the states that require you to chain all four tires on one of the drive axles? Do you just pull the tarp strap around the edge of the rim?

First I don't think there are any states left which require all four wheels to be chained on the same drive axle.
Second, they do sell "3 railer" chains which are a set of chains that will go over a set of duals.uncleal13 Thanks this. -

I just looked at Oregon today, and they allow outside chains on both axles as an alternative.
I've never have put on cables, but with regular link chains you just drop as many links on the inside chain as you can get away with, hook up the outside chain as tight as you can, tighten the cams up, and you are done. Just re-tighten after you move about 100 feet. Tightening the outside properly will also tighten the inside. Bungees will not save you if the chains aren't tight to begin with.
That said, I really prefer the 3 railers, you can get them super tight.BigRedNY Thanks this. -
I call 3 rails.. doubles, I carry 4 doubles and 4 singles on the rack. one extra bag of doubles and a bag of singles under the bunk. a long with 50 or so standard bungies.

Maximum chains outside drives and 1 axle on the tandem. If Californian allows only outside drives everyother state does too lol.

I just spent the whole day helping other drivers getting un stuck.
Four sets are required,as with the axles locked,front steer drivers side,would drive,along with rear passenger side.
Once these two axles lost traction,the remaining tires would start driving.
