China, this is not a shot at you, but you may actually be one of the few who understand, just not agree with, this point of view:

Who is to say any of those drivers didn't have it on, just monitoring it.

First, drivers complained other drivers don't have a radio,
Then, drivers complained about drivers who don't have their radios on,
Now, drivers are complaining about other drivers not talking on their radios.
Other times, you hear drivers saying, "if you don't like it, turn your radio off."
It's plain to see you cannot make drivers who like to talk on their cb happy.

It's also been said many, many times, "you drive your truck, I'll drive mine." The drivers who have said that are now getting their wish.

I recently read in one of the FB groups, a driver make the comment, "not having a cb radio on is like being in a room full of people and not being able to talk to them nor hear them." Personally, I'm ok with being that person. It means you don't have to listen to the BS.
