Too lazy to scrape them off or they get tired of scraping off 1/32 inch off at a time as the old stickers don't come off in 1-2 big pieces but more like chipping paint off.

I remember back in the day when trucks had IFTA stickers for several different states

I stick mine on top of old IFTA decals.
I once asked an O/O friend of mine why he has multiple IFTA decals from previous years still on the truck and he stated it makes him proud to show the number of years he has been running the truckbzinger and CrappieJunkie Thank this. -
I remember when trucks had many different state fuel stickers and as many as ten tags. Today's truck drivers don't have a clue how confusing staying legal once was.

I think it looks tacky when they leave a bunch of them on there.

You probably mean individual state fuel permit. IFTA, by definition should be only one permit, one sticker.

I read somewhere that you are to peel off old stickers when attaching new ones.

They come off in one piece if you heat em up.
Usually the trucks I see with 10yrs of stickers....
....the stickers are probably holding the truck together. -
I grew up sticking bingo stamps on bingo cards (among other things) to help my mother out after school.
