OOIDA was successful in it's lawsuit against the state of New York, arguing the NY HUT permit requirement to be illegal.
The state of New York is not appealing the court's decision and is reimbursing all truck companies that paid the $19 per truck fee.

We had a truck a few week ago get a ticket in NY for not having the HUT sticker..

Wasn't the ruling illegal to charge for the sticker.

Correct, you still need the decal and need to file and pay the highway use tax, NY just can't charge the full fee they used to. I believe it is now only $1.50 or something like that to get the decal. My problem with this ruling, it caused me a bunch of pain as an out of state carrier, just as it came down I was adding two trucks and NY would not let me do it myself online, I had to pay ComData to process it, so the clowns at OOIDA "saved" me the $19 decal and $5 credential fee, but it cost me $50 to have ComData process it for me, so their meddling in a system that wasn't broken or discriminatory cost me $26 per truck! The problem is fixed now and I can once again process new trucks in my fleet myself, but still they are acting like heroes over a total of $24 per truck in fees!
