It's possible the driver wasn't done securing yet. Could always be nosy and walk up and ask that driver as well.

That beats anything I've ever pulled. My brother says he knows you and you're one of the nicest ,most knowledgeable drivers he's met. 20 or 25 %,it's hard not to go way over that when your chains are all on.
