If it is legal to film with a dashcam attached to the windshield, why should it be illegal to film with a dashcam attached to the forehead?

    Motorcyclists do it every day......

    Then it's a violation.

There is a very specific rule or Law that prohibits a driver of a CMV from using a hand to hold and talk into a Cell Phone.

If the headset died then YOU are the one (Presumely with him in the truck... ) that will be doing the calling from the passenger seat or the sleeper berth. If he is alone, then he will have to park lawfully in a truckstop etc, get out of the drivers seat and sit in the pax or sleeper to call you at home on a cell....

I think I was told by a driver the fine for that is about 7500. I'll spend some time researching this problem.

The hands are where it's at. If the camera is attached to something else then it's not a liability.
