Definitely not OK. The giveaway is that the binder is not forming a straight line with the chain, to the attachment point on the vehicle. So the binders on both sides are dependent on each other, essentially pulling against one another. If the chain fails in any section it will compromise the tension on the other side.

Wow that’s bad. If I was dot I would nail him with so many citations. He needs 4 separate attachments on that vehicle. The way he has it seems like an overly complicated way to do it wrong. I like the bent handles on the ratchet binders from using a cheater. Guy doesn’t have a clue.
