    Is anyone able to access their portal account? I haven't been able to log on since before Friday (yesterday)... Is it just overloaded with people trying to get registered to the Drug and Alcohol clearing house? Anyone else having these problems?

    On the 30th I tried for about an hour and a half that afternoon then got tired of waiting on it, just trying to get signed in. So I tried again on the 31st in the evening and it all worked real fast.

    A carrier had to be signed up if they hired a driver yesterday or before hiring. Otherwise you have some leeway.
