    The physical damage should respond initially. If that's not sufficient then the towing companies will hold the cargo for ransom (not much left of your particular load) until payment is made. Some towing companies and States are allowing towers to collect under the liability policy as the vehicle is a "potential liability" and it has to be removed from the scene of the accident.
