Is it cabotage if...

    Is it cabotage if the truck is American owned registered and insured, one driver is American and one is Canadian, doing point to point in America, obviously in a team driving scenario.

    American owned registered and insured,

    No - as far as I understand. US based business - nationality of team driver is irrelevant.

    Canadian lives matter.

    This is not correct. There are two parts to cabotage; there is the business (the carrier) and the person (the driver). In order for it to be a legal move both elements have to be legal and unless the Canadian driver has a valid visa, they won't be legal.

    One reason I love this forum.

    Opportunity to learn something new, even if not applicable to me at the time. This is one I never even heard of before.

    But, you never know what you find & learn here. Things that just may come in handy at some point down the line.

    Yes. Assuming the carrier is legal to operate in both countries then making international moves is acceptable. Just the same as thousands of cross-border trucks do every day.
