My was doing it forever, and I've assumed it was due to free flow muffler i have on. But last few weeks its getting worse. And its not that hissing sound of bad manifold gasket. Its coming out of exhaust. I've checked turbo. Looked fine. I've tightened some clamps around it, but no change. What else should i look at?

What year ? A cracked DPF Filter inside can cause this, I see you said you also checked the Turbo but a bent fin or even a bearing can also make it whistle, but you should be able to hear that from the turbo it self instead of just the exhaust.

I used to have an International with a Cummins and it was the turbo actuator.

Are you losing power? Check your air to air boot, loosen it and spin it around checking for cracks on the inside.

Does it make a sound sort of like making a balloon squeal, oftentimes at lower rpm/light power, but not quite like a leak from an air to air boot? Commonly when the nozzle ring on the variable geometry turbo gets worn it starts to make that noise.

No DPF. I have spare actuator so maybe I'll try that.

Did you have a turbo failure in the past ?
Some turbo debris can be stayed trap in the exhaust system ? -
New actuator fixed it. Im glad i had a spare.
