well first, DAC is not just for trucking companies. any company can subscribe to DAC. i know this first hand. i had a long time ago applied for jobs at Shell Oil company (both as the customer service and tank storage operator), for one, that used DAC services. so depending on ANY of your former employers, they could have been DAC subscribers.
failed drug results get reported to the DOT ONLY IF you are IN SCHOOL for truck driving, in which point and time, you must go through the SAP, then return when that is done, all on your dime of course.
failed drug/alcohol tests show up on your DAC from an employer when you get busted for such, at the time.

Do i have a DAC before i get my CDL or permit?
Actually yes you do. Hireright will let any potential employer order a DAC report on you, charge them a fee, and then send over what is basically a blank report stating 'no records found' on the transportation employment history. DAC is usually ordered as part of a bundle from Hireright alongside MVR and Criminal Records and a listing of all of the licenses you've held. Even someone without a CDL or CDL permit will have entries and information on those reports.
